The Rough-In Electrical Process: What Homeowners Building New Should Know

If you’re building a custom home or working with a builder in the Cincinnati area, “rough-in electrical” is a phrase you’ll hear a lot before you ever see an outlet. Here’s what it actually covers, and why it’s the stage worth paying the most attention to.
What rough-in actually is
Rough-in is every piece of electrical work that happens after framing, before drywall — running wire through studs and joists, mounting electrical boxes for outlets, switches, and fixtures, setting the panel location, and roughing in low-voltage lines for things like network wiring or security if they’re planned. Nothing gets its final trim, cover plate, or fixture yet. It’s the skeleton the rest of the electrical system hangs off of.
Why this stage matters more than the final one
Once drywall goes up, every wire is inside a wall. Moving an outlet, adding a circuit, or fixing a mistake after that point means cutting into finished walls — expensive, messy, and avoidable. Rough-in is the one point in a build where changes are still cheap. It’s also the stage that gets inspected before anything gets covered up, which is exactly the point: an inspector needs to see the wiring while it’s still visible and verify it meets the National Electrical Code as adopted under Ohio’s building standards.

- Dedicated circuits — kitchen appliances, laundry, HVAC, and anything else code requires its own circuit for gets one, planned in before drywall makes it a bigger job.
- Low-voltage rough-in — network, security, or smart-home wiring run at the same time, since fishing it in later means opening the same walls twice.
What homeowners should double-check before drywall
- Walk the rough-in with your electrician. Confirm outlet and switch locations against how you’ll actually use each room — furniture layout, TV placement, where the crib might go.
- Count outlets per wall. Code sets a minimum; most people want more than the minimum, and it’s free to add now, not free later.

Planning EV charging into a new build
This is one of the cheapest upgrades to plan for and one of the most expensive to retrofit. A dedicated 240V circuit or even just a conduit stub to the garage, run during rough-in, costs a fraction of opening a finished wall later. Where rough-in falls in the build schedule
Electrical rough-in generally happens after framing and after other trades that need to run their own lines through the same wall and ceiling cavities — plumbing and HVAC ductwork especially. There’s a real coordination element here: electrical, plumbing, and HVAC all want to occupy the same joist bays and stud cavities, and the order they go in affects whether everyone’s runs actually fit without conflicts. On a well-run job, the framer, electrician, plumber, and HVAC contractor are working off the same set of plans and communicating about routing before anyone starts drilling, not discovering a conflict after the fact.
Common electrical plan mistakes worth avoiding
A few issues come up often enough to flag before rough-in starts, not after:
- Not enough outlets in a kitchen or home office — code sets a minimum spacing requirement, but real usage (small appliances, chargers, monitors) usually wants more than the minimum.
- Switch locations that don’t match how the room will actually be used — a plan drawn before furniture is chosen sometimes puts a switch behind where a door will swing, or misses a three-way switch for a room with two entrances.
- No dedicated circuit for a specific known appliance — a hot tub, a workshop, a home theater — if it’s already planned, it’s cheaper to wire for it now than retrofit a dedicated circuit later.

Custom homes vs. spec/production builds
Custom home electrical planning tends to involve more back-and-forth — homeowners picking exact switch and outlet locations, planning for specific furniture layouts, adding circuits for hobbies or home offices that a standard plan wouldn’t include. Production and spec builds usually follow a standard electrical plan across multiple homes, with less individual customization unless it’s requested as an upgrade. Either way, the underlying rough-in process is the same; what differs is how much input the homeowner has into the layout before it happens.
What about additions and major renovations?
Not every rough-in project is a full new build. An addition or a gut renovation goes through essentially the same process — wire and boxes installed before drywall, inspected before it’s covered — just scoped to the section of the house being worked on rather than the whole structure. Choosing an electrician for a new build
Not every licensed electrician does new construction as a regular part of their business — some shops focus almost entirely on service calls and repairs, which is a different skill set and a different working relationship than coordinating with a builder’s schedule across multiple inspection milestones.
